It's State and is comprised of the Governor, the Comptroller and the State Treasurer. Funny thing about Question 1 and what powers the BPW has is that it has no power except that delegated by the Constitution or the Legislature - which begs the question - Why do we need a Constitutional amendment when the Legislature could simply pass a law limiting the BPW powers in that area. One could argue that the strength is in the complexity. It's not just a prty-line vote.
